Ruffin Hall serves as a deputy county manager, providing executive oversight of Emergency Medical Services, Fire Services and Emergency Management, and the Bureau of Forensic Services. He also serves as a liaison to the Wake County Sheriff’s Office and Emergency Communications.

Prior to joining Wake County in May 2026, Hall served as President and CEO of the Dix Park Conservancy. Before assuming that role, he co-founded a management consulting firm, Walton & Hall LLC, which offered services such as executive coaching, organizational assessment and strategic planning to North Carolina local governments, non-profits and private businesses.

Hall served as Raleigh City Manager from 2013 to 2020, managing more than 4,300 full-time employees and overseeing a budget of over $1 billion. He also held several executive and financial management roles in the City of Charlotte, City of Durham, Town of Chapel Hill, and City of Wilmington.

He earned his Master of Public Administration and Bachelor of Arts in Political Science degrees from the University of North Carolina at Chapel Hill. He is a graduate of the UNC Chapel Hill School of Government’s Public Executive Leadership Academy, Harvard Kennedy School’s Senior Executives in State and Local Government, and the University of Virginia Wheldon Cooper Center’s Senior Executive Institute.
