Project Summary
Second Street Place is an essential component in Wake County’s affordable housing and sheltering response, particularly for our community’s emergency sheltering needs during extremely cold and extremely hot conditions, and as a drop-in shelter as needed. On August 19, 2024, the Board of Commissioners approved the acquisition of 5010 Second Street, Raleigh, NC. Wake County staff quickly made the facility ready for emergency sheltering for the 2024/2025 White Flag Season, and Wake County Housing Affordability and Community Revitalization engaged St. John’s MCC to operate the 98 bed facility. Since opening on January 1, 2025, the facility has operated at capacity.
Second Street Place Renovation Project will make permanent improvements to the facility to include separate guest and staff entrances, security console, flexible dormitory space, full service ADA bathrooms and showers, food distribution hub, storage for guests’ personal belongings, staff office and meeting space, staff restrooms, staff breakroom, a wellness room, fully optimized emergency generator, ADA ingress and egress, building systems upgrades, access control improvements, and roof replacement.
On October 28, 2025, bid proposals were received from four (4) licensed general contractors in accordance with the NC General Statutes. Using the sum of base bids and the alternate to replace the roof, Progressive Contracting Company, Inc. was the lowest responsive, responsible bidder. On November 17, 2025, the Wake County Board of Commissioners awarded a construction contract to Progressive Contracting Company, Inc. for $3,365,000. The total estimated cost of the project, including owner’s contingency, professional fees, and furniture, fixtures, and equipment, is $4,250,000.
A Notice to Proceed for submittals, shop drawings, and lead time items was issued immediately following board approval on November 17, 2025, and construction will begin on April 1, 2026, so that guests visiting Second Street Place will have shelter during the upcoming winter. Construction is anticipated to be complete by November 1, 2026, in time for guests to return to the renovated facility prior to harsh winter months.
