Stormwater Control Measures (SCM) are required for most development projects to treat or manage stormwater runoff from new development. These measures must be inspected annually (by June 30 each year) by the property owner, HOA, commercial site manager, etc. Maintenance guidance is available through the NC MDC Manual and through site specific maintenance documents recorded with the Register of Deeds Office for each stormwater device.
If you would like a fridge magnet to remind you of the required inspection, please email us at watershedmanagement@wake.gov

- Contact Staff so they can add you as a contact for the necessary permits.
- Go to a permit and use Add Attachments to upload documents.
- Email reports to watershedmanagement@wake.gov.
- Email reports directly to Post-Construction Stormwater Staff.
As-Built Stormwater Package
The As-Built Stormwater Package shall be submitted to the Plan Review Staff. See Watershed Management Contacts.
The submittal shall include the as-built survey, completed field inspection report, photos and engineer's certification.
Upon submittal, the Post-Construction Staff will inspect the stormwater devices. We are looking for consistency with the plan, as-built survey, installation of the stormwater conveyances and permanent stabilization of the conveyances and SCMs.
The paperwork associated with the SCM will provide information to the owner and the County that the SCM will be maintained in accordance with the Unified Development Ordinance (Article 9-31).
See the As-Built Certification page for more information.
SCM Inspections (by County Staff)
The County is required to inspect 20% of completed stormwater control measures annually. These inspections are conducted by the Post-Construction Stormwater Team. Staff are assigned a list of inspections monthly and will reach out to owners to schedule inspections and update information in our permit system.
Post Construction Staff
This team conducts as-built Stormwater Control Measures (SCM) inspections for closeout of stormwater permits, coordinates the owner annual inspection program and inspects County SCMs as required by NCDEQ.
