Duane Holder

Deputy County Manager Duane Holder oversees Wake County’s consolidated Health and Human Services agency, including Social Services and Public Health. He also provides executive leadership for Housing Affordability & Community Revitalization, Behavioral Health, and the Continuum of Care Lead Agency for homelessness services. Additionally, he serves as liaison to Capital Area Workforce Development and Cooperative Extension.

Holder previously served as Deputy County Manager for Cumberland County, NC, overseeing Social Services, Public Health, Community Development, Justice Services and the library system. Before that, he was Deputy County Manager and CFO for Pitt County, NC, and co-founded PORT Health, a regional behavioral health and human services agency, where he served as CFO.

He is an ICMA-Credentialed Manager, a member of ICMA and the North Carolina City & County Managers Association, and has served on the latter’s Executive Board. Holder completed the Senior Executives in State and Local Government program at Harvard Kennedy School and received the Outstanding Public Servant Award from the North Carolina Public Administration Alliance.

A U.S. Air Force veteran, Holder earned a B.S. in Business Administration from the University of Mount Olive and an MPA from East Carolina University. He is a graduate of the Public Executives Leadership Academy and the Municipal & County Administration program at the UNC School of Government.
